Edward L. Phipps is a native of Ohio who grew up in Mt. Pleasant, South Carolina. Following completion of public and parochial schools in Mt. Pleasant, Mr. Phipps graduated from Bishop England High School in Charleston, SC in 1990.He graduated from Charleston Southern University with a Bachelor’s of Science in Criminal Justice (1997).He graduated from the Florida Coastal School of Law (JD) in 2001 and was admitted to the South Carolina Bar the same year. Mr. Phipps joined the Mt. Pleasant Police Department in 1993, specializing in traffic/DUI enforcement and traffic accident reconstruction. He was a certified Accident Reconstructionist and the Senior Traffic/ Training Officer for the Mount Pleasant Police Department Traffic Division 1996-1999. He is a member of the “National Association of Professional Accident Reconstruction Specialist” (NAPARS).Mr. Phipps remained with the Mt. Pleasant Police Department until he left to attend law school in 1999. Since 2001, Mr. Phipps has worked for the O’Neill Law Firm, LLC, and in January 2006, he became a partner of O’Neill & Phipps, LLC located in Mount Pleasant, South Carolina. Mr. Phipps’ practice includes an emphasis in Criminal Defense with a focus on DUI/Traffic related defense. He represents clients in Federal, State, and Municipal Courts, and in the represents Plaintiffs in civil litigation involving Personal Injury, and Business/Contract/Real Estate disputes. In addition, Mr. Phipps currently serves as Associate Municipal Judge for the Town of Seabrook Island, SC.He was appointed to this position in 2002.
